Important Dates to Remember

January 1, 2014 is the start of Stage 2 for eligible professionals who have already completed at least two years of Stage 1 meaningful use.

March 31, 2014 – Eligible Professional Deadline to submit completed attestation for Program Year 2013

December 30, 2014 - Eligible Hospital Deadline to submit attestation for Program Year 2014

March 31, 2015 - Eligible Provider Deadline to submit completed attestation for Program Year 2014

For 2014 only, all providers regardless of their stage of meaningful use are only required to demonstrate meaningful use for a 3-month EHR reporting period. For Medicare providers, this 3-month reporting period is fixed to the quarter of either the fiscal (for eligible hospitals and CAHs) or calendar (for EPs) year in order to align with existing CMS quality measurement programs, such as the Physician Quality Reporting System (PQRS) and Hospital Inpatient Quality Reporting (IQR). The 3-month reporting period is not fixed for Medicaid EPs and hospitals that are only eligible to receive Medicaid EHR incentives, where providers do not have the same alignment needs. CMS is permitting this one-time 3-month reporting period in 2014 only so that all providers who must upgrade to 2014 Certified EHR Technology will have adequate time to implement their new Certified EHR systems.

Medicaid EHR Incentive Program (MEIP)

The Medicaid EHR Incentive Program (MEIP) is a HIT program administered by DHCF that promotes the adoption and meaningful use of electronic health records (EHRs). The MEIP was established under the provisions of the HITECH Act and provides incentive payments to certain health care professionals and hospitals that meet specific eligibility requirements when they adopt, implement, upgrade and meaningfully use CMS-certified EHR technology.

The category of eligible professionals that may apply for the MEIP is listed below. Eligible professionals must have recorded 30% Medicaid patient volume in a continuous ninety (90) day period in the previous twelve (12) months or calendar year. Pediatricians must have recorded 20% Medicaid volume. Eligible hospitals must have recorded 10% Medicaid volume. CMS pays 100% of the incentive payments and 90% of the cost to implement and operate the MEIP.

The MEIP will continue to distribute incentive payments through 2021. Eligible professionals can participate for 6 years, and participation years do not have to be consecutive. The last year an eligible professional can begin participation in the MEIP is 2016. Incentive payments for eligible professionals under the MEIP are higher than those for the Medicare Incentive Program — up to $63,750 over six years.

  • Dentists
  • Physician Assistants (PA) who practice in a Federally Qualified Health Center (FQHC) or Rural Health Center (RHC) that is led by a PA.
